Navigation Acts (second) are adopted in England.

Parliament expands the 1651 law by requiring all merchandise be transported by English-owned ships on which three-quarters of the crew members are English, and that certain articles produced in the Colonies could only be shipped to English ports. Boston ship owners generally ignore the laws, but they are strengthened dramatically in 1663.*
